In 1980 the City of Lowell adopted its first comprehensive ordinance regulating the design and use of signs throughout the city. In adopting this ordinance, the City Council reaffirmed the importance of adequate protective measures for Lowell’s nationally recognized historic buildings. The Sign Book was created to help the public understand the historic context of signs, to navigate the sign permitting process and to assist in designing signs. It provides guidelines on how to consider colors, location, shape, size, lettering styles, and materials that are both attractive and in keeping with the period of the building.
