What is a Think Tank?

Imagine a group of people who are all experts on a topic getting together to discuss and research that topic.  They might provide advice to politicians, government agencies, and even non-profit organizations. Some might focus on advising policy, while others simply conduct research. Their output are often in the form of white papers, scholarly/peer reviewed articles, and reports.
